The Oregon Watershed Enhancement Board (OWEB) provides biennial capacity  grants to Oregon's 45 soil and water conservation districts (SWCDs) to assist  landowners in conserving Oregon's natural resources and lend support to the  Oregon Department of Agriculture's (ODA) Agricultural Water Quality  

Management Program. Although this is an OWEB Grant ODA's SWCD program  administers the grant.
